The income cutoff will rise in coming years and eventually cap at $125,000 in 2019. The state launched Excelsior program, which applies to public colleges and universities only, this summer in an effort to make college more affordable to middle class families who have historically made too much money to qualify for financial aid. These four universities are SUNY schools. Nearly 3,500 students at Buffalo are slated to get a full discount on tuition this year, followed by 2,665 students at UAlbany, 2,430 students at Stony Brook University and 1,900 students at Binghamton University thanks to longstanding state and federal programs, as well as the state's new Excelsior Scholarship, which covers tuition for students whose families earn less than $100,000 a year.
